Rafael Buchelli Oliver

I combine Law, Technology, and Finance to lead high-impact projects. I am the Co-Founder of Algorta Buchelli, a boutique law and notary firm.

I have been working in the FinTech ecosystem for over 12 years, both as a legal advisor and Compliance Officer for leading companies. I serve as pro-bono counsel for the Uruguayan FinTech Association (Cámara Fintech de Uruguay) and am a founding member of the Uruguayan Blockchain Chamber (Cámara Blockchain del Uruguay).

I have established and led teams across various financial system entities, including PSPCs (Payment and Collection Service Providers), IEDEs (Electronic Money Issuing Institutions), ETFs (Funds Transfer Companies), and VASPs (Virtual Asset Service Providers)—even prior to the enactment of the current regulatory frameworks.

I teach in the Postgraduate Program “Fintech: Law and Regulation,” co-organized by the Law Faculty Graduate School at Universidad de la República (UDELAR) and the Uruguayan Notary Association (AEU).

By profession, I am an Attorney and Notary Public (UDELAR) and was the Valedictorian for Master’s and Doctoral Programs (UCU, 2025). I hold a Master’s Degree in Conflict Management, Negotiation, and Mediation (UCU), an LL.M. candidate in Digital Law (USAL), a Diploma in Law, Technology, and Business (UTDT), a Professional Certification in AML/CFT (UDELAR), and a Certificate in Crypto Compliance (AUC).
