Mercedes Aramendía

María Mercedes Aramendía is Executive Director of DIG.IA-LAC, the Alliance for Digital Infrastructure and an Open Internet in Latin America and the Caribbean. She leads the organization’s work to promote investment in and the development of digital infrastructure, as well as an open, neutral, and resilient Internet that fosters innovation, competitiveness, and sustainable development across the region.

She previously served as President of Uruguay’s Communications Regulatory Authority (URSEC) and the National Council for Innovation, Science and Technology (CONICYT). She holds a Ph.D. in Law from the University of Granada, an LL.M. from Cornell Tech, an MBA from EAE Business School–Universidad Camilo José Cela, and a Master’s degree in Economic Administrative Law from the University of Montevideo. She is a professor and Academic Director of the Graduate Program in Digital Transformation and Law at the University of Montevideo.
